RESOLUTION

A RESOLUTION ADOPTING THE FIRST SUBSTANTIAL AMENDMENT TO THE FY2026 COMMUNITY DEVELOPMENT BLOCK GRANT ANNUAL ACTION PLAN FOR THE JULY 2026 – JUNE 2027 PROGRAM YEAR AND AUTHORIZING THE MAYOR AND CDBG DEPARTMENT TO SUBMIT THE AMENDMENT TO THE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

WHEREAS, the City of Enid is an entitlement grantee receiving federal funds under the Community Development Block Grant (CDBG) program, as administered by the U.S. Department of Housing and Urban Development (HUD); and

WHEREAS, the Mayor and City Commissioners previously adopted the FY2026 Annual Action Plan on May 5, 2026; and

WHEREAS, federal regulations and the City of Enid’s adopted Citizen Participation Plan permit the recipient to revise, reallocate, or add/delete projects, which constitutes a substantial amendment; and

WHEREAS, the proposed substantial amendment involves reallocating $157,300 of unallocated funds from program years 2023, 2024, and 2025 to a new Housing activity, which will be carried out by the Community Development Support Association, Inc. for the rehabilitation of the Monroe Apartments, which will add 14 affordable rental units to the City of Enid’s housing inventory; and

WHEREAS, a public notice was published on August 7, 2026 in the Enid News & Eagle and posted online, at the City Administration Building, and at the Enid Public Library, initiating a public comment period lasting no less than 30 days from August 8, 2026 to September 7, 2026; and

WHEREAS, a public hearing was conducted by the Enid City Commission on September 1, 2026 to hear public comments on the proposed substantial amendment;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Commissioners of the City of Enid, Oklahoma, as follows that:

The substantial amendment to the FY2026 CDBG Annual Action Plan, is hereby approved.

The Mayor or designated representative is hereby authorized and directed to submit the substantial amendment and all related grant documents to the U.S. Department of Housing and Urban Development.

The City of Enid certifies that it will comply with all federal regulations, including civil rights, labor standards, and national objectives governing the CDBG program.
