Notice is hereby given that sealed proposals will be received by the City of Enid, Oklahoma, a Municipal Corporation, at the office of the City Clerk, City Administration Building, 401 West Owen K. Garriott Road, Enid, OK, 73701, or electronically at https://www.bidnetdirect.com/oklahoma/cityofenid, until 10:00 am local time on September 1, 2026, for furnishing all labor and materials for:

Proposals will be publicly opened and read aloud at 10:10 AM local time on September 1, 2026, in the City Council Chambers on the first floor of the City Administration Building. All proposals will remain on file in the office of the City Clerk at least forty-eight (48) hours before award of contract will be made and entered into thereon.

Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the time set for opening of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. No Bidder may withdraw a bid within 90 days after the actual date of opening thereof.

Bids shall be made in accordance with the Solicitation for Bids, Information to Bidders, Plans and Specifications, and Bidder’s Proposal, which are on file and available for examination, at no charge, at the office of the City Clerk and are made a part of this notice as though fully set forth herein.

Complete sets of Plans, Specifications, and bidding documents may be acquired on-line at https://www.bidnetdirect.com/oklahoma/cityofenid. This is the preferred method for acquiring project documents.

Plans, Specifications, and bidding documents may also be purchased at a cost of $25.00 by applying to the Engineer of the City of Enid at the City Administration Building. This is not a refundable deposit. Plans available for purchase will be printed half-size (11”x17” paper).

This project is subject to the following requirements as referenced in the Special Provisions:

The Sponsor, in accordance with the Provisions of Title VI of Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

For contracts of $50,000 or more, a contractor having 50 or more employees, and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within 120 days of his commencement of the contract.

There will be a pre-bid conference concerning this project at 10:00 AM, August 25, 2026, in the Terminal Building, 1026 South 66th, Enid Woodring Regional Airport, Enid, Oklahoma 73701.

Attendance at the Pre-Bid Conference is MANDATORY. Bids will NOT be accepted from contractors who do NOT have a representative attending the Pre-Bid Conference. No plans, specifications or bid documents will be issued after the Pre-Bid Conference. All bidders must visit and inspect the construction site and be familiar with the physical characteristics and conditions at the construction site.

In order to be eligible to bid this project, contractors must (1) be listed on the official Planholders List, by obtaining an official set of Plans and Specifications from the City of Enid, on-line at https://www.bidnetdirect.com/oklahoma/cityofenid, or by or purchasing them at a cost of $25.00 from the Engineering Dept. of the City of Enid, and (2) be listed as an attendee of the mandatory Pre-Bid Conference for this project.

A Business Relationships Affidavit, Non-Collusion Affidavit, Energy Discrimination Elimination Act of 2022 Boycott Affidavit, and a Non-Discrimination of Firearm Entities or Associations Affidavit and a cashier’s check, a certified check, or a surety bid bond, in the amount of five percent (5%) of the gross amount of bid as a guaranty, shall accompany the sealed proposal of each bidder. A verifiable electronic surety bid bond shall accompany electronic submissions. Deposits will be returned to the unsuccessful bidders and to successful bidders upon approval of the contract and submission of a 100% Performance Bond, a 100% Statutory Bond, and a 100% Maintenance Bond. On all bids below the amount of $50,000.00, the City of Enid reserves the right to waive any or all bond requirements.

The City of Enid reserves the right to reject any and all bids and to waive all informalities.

RESOLUTION

A RESOLUTION OF THE CHAIRMAN AND BOARD OF TRUSTEES OF THE ENID PUBLIC TRANSPORTATION AUTHORITY AUTHORIZING THE SUBMISSION OF AN OKLAHOMA DEPARTMENT OF TRANSPORTATION PUBLIC TRANSIT REVOLVING FUND GRANT APPLICATION AND AUTHORIZE THE CHAIRMAN AND CITY STAFF TO EXECUTE ALL RELATED DOCUMENTS FOR SUBMITTAL TO THE OKLAHOMA DEPARTMENT OF TRANSPORTATION.

WHEREAS, Section 4031 of Title 69 of the Oklahoma Statutes created a revolving fund for the Oklahoma Department of Transportation (“ODOT”) designated as the “Public Transit Revolving Fund” and;

WHEREAS, the Enid Public Transportation Authority (“EPTA”) was determined by ODOT to be an agency eligible for said funds;

WHEREAS, the EPTA must submit an application and various related paperwork, and if selected, must execute an agreement with ODOT in order to receive funds,

NOW, THEREFORE, BE IT RESOLVED by the Chairman and Board of Commissioners of the Enid Public Transportation Authority, as follows:

that the Chairman and city staff are authorized to submit the Enid Public Transportation Authority’s application; and, if awarded, to enter into said award agreement; to sign all applicable documents, forms, certifications and agreements.

NOTICE IS HEREBY GIVEN to all persons interested in the estate of Monte Ray Zaloudek, deceased, that on the 5th day of August, 2026, Andrew Keaton Zaloudek produced and filed in the District Court of the County of Garfield, state of Oklahoma, an instrument in writing, dated the 6th day of May, 2021, purporting to be the Last Will and Testament of said deceased (“putative will”), and also filed in said court a copy of a Last Will dated June 29, 2021, along with a Petition praying for the probate of said Will dated May 6, 2021, and that Letters Testamentary issue thereon to Andrew Keaton Zaloudek, and that the heirs, devisees, and legatees of Monte Ray Zaloudek be determined under the provisions of 58 O.S. Section 240, and requesting that the appointment of appraisers, and the filing in the District Court file of an inventory of the assets of this estate be waived. A copy of the putative Will and said Petition will be mailed to all heirs, devisees and legatees known to Petitioner with this Notice.
