RESOLUTION
A RESOLUTION OF THE MAYOR AND BOARD OF COMMISSIONERS OF THE CITY OF ENID AUTHORIZING THE SUBMISSION OF A DEFENSE COMMUNITY INFRASTRUCTURE PROGRAM (DCIP) GRANT APPLICATION AND AUTHORIZE THE MAYOR AND CITY STAFF TO EXECUTE ALL RELATED DOCUMENTS FOR SUBMITTAL TO THE DEPARTMENT OF DEFENSE OFFICE OF LOCAL DEFENSE COMMUNITY COOPERATION.
WHEREAS, the City of Enid is preparing an application to seek funding from the Office of Local Defense Community Cooperation’s DCIP grant for construction of a new water line to Vance Air Force Base and the City of Enid Landfill;
WHEREAS, the requested funding will be used for the new water line providing Vance Air Force Base and a portion of the City of Enid, including the City Landfill, with an additional water supply connection to the new water treatment plant, improving pressure and service at these locations.
WHEREAS, the proposed project is estimated to cost approximately twelve million two hundred ninety-eight thousand dollars ($12,298,000.00) and is funded in part by the City of Enid at an estimated five hundred fifty thousand dollars ($550,000.00) and that those funds are liquid and available, and that the City will be responsible for any additional expenses incurred outside of potential grant funds awarded.
WHEREAS, the City of Enid’s application for assistance is in the amount of eleven million seven hundred forty-eight thousand dollars ($11,748,000.00).
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Commissioners of the City of Enid, Oklahoma, as follows:
that the Mayor and city staff are authorized to submit the City’s DCIP grant application including all related documents and forms.

RESOLUTION
A RESOLUTION AMENDING THE 2025-2026 AIRPORT FUND BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $220,000.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR THE AIRPORT DEPARTMENT.
WHEREAS, the appropriated amounts for the 2025-2026 Airport Department in the Airport Fund must be increased by $220,000.00 to award a change order with Firebrand Construction for Project No. A-2302, South Ramp Hangars Phase 2 and Parkhill Master Agreement Amendment to provide the construction phase services, resident project representative services, ODAA grant administration services, and construction materials testing related to Project No. A-2302, South Ramp Hangars Phase 2;
WHEREAS, funds of $220,000.00 are available from a combination of grant funding & fund balance from the Airport Fund;
AND NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF COMMISSIONERS OF THE CITY OF ENID, OKLAHOMA, THAT THE CITY OF ENID 2025-2026 BUDGET BE AMENDED TO INCREASE THE APPROPRIATIONS FOR THE AIRPORT FUND AIRPORT DEPARTMENT:

RESOLUTION
A RESOLUTION INCREASING THE 2025-2026 FISCAL FINANCIAL PLAN FOR THE ENID PUBLIC TRANSPORTATION AUTHORITY IN THE AMOUNT OF $700,000.00 FOR OPERATIONS.
WHEREAS, the Enid Public Transportation Authority has seen delays in grant funding during the transition from a rural transit system funded through Oklahoma Department of Transportation Transit Division to a small urban transit system funded through the Federal Transit Administration; and
WHEREAS, an additional $700,000 is needed to fund the timing gap for the cost to be reimbursed; and
WHEREAS, the funds will be transferred from the General Fund Transfers Department to the Enid Public Transportation Authority department fiscal financial plan;

A RESOLUTION INCREASING THE 2025-2026 FISCAL FINANCIAL PLAN FOR THE ENID MUNICIPAL AUTHORITY IN THE AMOUNT OF $140,000.00.
WHEREAS, the financial plan for the 2025-2026 Enid Municipal Authority Operations Department must be increased by $140,000.00 to transfer to the Street Improvement Fund, Street Improvement Department to provide funding for project R-2507C Wagon Trail Resurfacing; and
WHEREAS, current year 1% EMA capital sales tax revenues are available to provide funding; and
WHEREAS, the appropriated amounts for the 2025-2026 Enid Municipal Authority fiscal financial plan in the Enid Municipal Authority Operations Department must be increased by $140,000.00 to provide funding;

A RESOLUTION AMENDING THE 2025-2026 HEALTH FUND BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $2,500,000.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR THE HEALTH DEPARTMENT.
WHEREAS, the current fiscal year has been an exceptionally high employee healthcare claims for the City’s self-insured health plan; and
WHEREAS, the projected budget deficit is $2,500,000.00. The appropriated amounts for the 2025-2026 Health Department in the Health Fund must be increased by an additional $2,500,000.00 to provide funding; and
WHEREAS, funds are available in the Health Fund balance to provide the necessary funding;

RESOLUTION
A RESOLUTION AMENDING THE 2025-2026 BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $4,040,000.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR HIGHER THAN PROJECTED SALES TAX AND LODGING TAX REVENUES DURING THE FISCAL YEAR FOR THE CITY OF ENID, OKLAHOMA.
WHEREAS, the City of Enid has collected sales and hotel tax above projected revenues in the adopted budget and been awarded an additional grant, current year revenues are available to add additional projects as outlined below to the 2025-2026 budget; and
WHEREAS, the Police Fund has experienced a lower vacancy rate compared to recent years. As a result, an additional $625,000 is needed for personnel costs. The funds will be transferred from the General Fund Transfers Department to the Police Fund; and
WHEREAS, the Enid Public Transportation Authority has seen delays in grant funding during the transition from a rural transit system funded through Oklahoma Department of Transportation Transit Division to a small urban transit system funded through the Federal Transit Administration. As a result, an additional $700,000 is needed to fund the timing gap for the cost to be reimbursed. The funds will be transferred from the General Fund Transfers Department to the Police Fund; and
WHEREAS, the $800,000.00 collected for the 1% capital improvement sales tax and the $800,000.00 collected for the 1% Kaw Lake dedicated sales tax funds will be transferred from the General Fund Sales Tax Department to the Enid Municipal Authority (EMA); and
WHEREAS, for the Street Improvement Fund, an additional $140,000.00 is needed to fund provide funding for R-2507C Wagon Trail Resurfacing. This amount will be transferred from the EMA 1% Sales Tax Revenue; and
WHEREAS, the Police Fund will require a transfer from the General Fund Transfers Department of $625,000.00 as outlined above; and
WHEREAS, current and delinquent collected hotel lodging tax revenue during the year is anticipated to exceed budgeted projections by $350,000.00. The revenue sharing portion needs to be appropriated to send the share to Garfield County; and
WHEREAS, the Enid Public Transportation Authority will require a transfer from the General Fund Transfers Department of $700,000.00 as outlined above; and
WHEREAS, current year revenues are available to add additional projects to the 2025-2026 budget;
AND NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF COMMISSIONERS OF THE CITY OF ENID, OKLAHOMA, THAT THE CITY OF ENID 2025-2026 BUDGET BE AMENDED TO INCREASE THE APPROPRIATIONS FOR HIGHER THAN PROJECTED SALES TAX AND LODGING TAX REVENUES IN THE FOLLOWING FUNDS AND DEPARTMENTS:
