NOTICE IS HEREBY GIVEN to all persons interested in the estate of Linda Robinson, deceased, that on the 5th day of May, 2026, Deanna Nagy, produced in the District Court of Garfield County, Oklahoma, an instrument in writing purporting to be the Last Will and Testament of Linda Robinson, deceased, and also filed in said Court a Petition, together with a copy of said Will, praying for the probate of said Will, asking that Letters Testamentary issue thereon to Deanna Hagy, as Personal Representative, and for a judicial determination of the heirs, devisees and legatees of said decedent pursuant to 58 Oklahoma Statutes Section 240.
Pursuant to an order of said Court made on the 5th day of May, 2026,
NOTICE IS HEREBY GIVEN that on the 19th day of May, 2026, at: 9:00 a.m., the Petition will be heard at the District Courtroom in the Courthouse at Enid, Oklahoma, in said County of Garfield, when and where all persons interested may appear and contest the same as provided by law.

SOLICITATION FOR BIDS
(BID NOTICE)
Sealed proposals will be received by the City of Enid, Oklahoma, a Municipal Corporation, at the Office of the City Clerk of said City, located in the City Administration Building, 401 West Owen K. Garriott in Enid, Oklahoma, or electronically at https://www.bidnetdirect.com/oklahoma/cityofenid until 4:00 P.M., local time on the 3rd day of June, 2026, for furnishing all labor and materials for:
Hope Outreach Facility Remodel

Proposals will be publicly opened and read aloud at 4:10 P.M., local time on the 3rd day of June, 2026, in Conference Room B on the second floor at the City Administration building. All proposals will remain on file in the Office of the City Clerk at least 48 hours before award of contract will be made and entered into thereon.
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. No Bidder may withdraw a bid within 30 days after the actual date of the opening thereof.
All bids must include assurances that the following provisions will be complied with:
1. Federal Labor Standards Provisions, US Department of Labor, 29 CFR 5; Subpart A - Davis-Bacon Act; Subpart B Fringe Benefit Provision.
2. Section 3 Section 3 of the Housing and Urban Development Act of 1974, as amended;12 U.S.C. 1701U, which requires that, to the greatest extent feasible, opportunities for training and employment be given lower-income residents of the project area and contracts for work in substantial part by persons residing in the area of the project.
3. Section 109 of the Housing and Community Development Act of 1974, which assures that no person shall, on the grounds of race, color, natural origin, or sex, be excluded from participation in, be denied the benefits of or be subjected to discrimination.
4. Non-Segregated Facilities, Certification that assures the bidder does not maintain or provide any segregated facilities.
5. Equal Opportunity Provisions - Executive Order 11246, as amended, which assures non-discrimination on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin.
6. Minority Business Enterprise and Women Business Enterprise provisions which encourage minority-owned business and women-owned businesses to bid on the project.
7. Circular 570 provide assurances that surety companies executing bonds appear on the Treasury Department’s list and are authorized to transact business in the State where the project is located.
8. System for Award Management (SAM) registration and a Unique Entity ID number is required for CDBG Bidders (Prime contractors) in order to be awarded projects by the CDBG program. Bidders must go to Sam.gov to complete the registration process.
9. Special note to bidders:
As a part of the bid on this project, the successful bidder will be required to meet all requirements of the Underground Facilities Damage Prevention Act when engaged in work within the public right-of-way in the same manner as in private right-of-way.
Copies of the general conditions, plans, and specifications and other bidding documents are on file in the above office and are open for public inspection.

This project is funded by the Oklahoma Department of Commerce/Community Development Fiscal Year 2022 Community Development Block Grant - Coronavirus Relief received through the U.S. Department of Housing and Urban Development. Federal project requirements will apply as stated in the Notice to Bidders.
A Business Relationships Affidavit, Non-Collusion Affidavit, Energy Discrimination Elimination Act of 2022 Boycott Affidavit, Non-Discrimination of Firearm Entities Affidavit and a Cashier’s Check, a certified check or a surety bid bond in the amount of five percent (5%) of the gross amount of base bid as a guaranty, shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders and to successful bidders upon approval of the contract and submission of a 100% Performance Bond, a 100% Statutory Bond and a 100% Maintenance Bond. On all bids below the amount of $100,000.00, the City of Enid reserves the right to waive any or all bond requirements.
The City of Enid, Oklahoma reserves the right to reject any or all bids.
