RESOLUTION

A RESOLUTION INCREASING THE 2025-2026 FISCAL FINANCIAL PLAN FOR THE ENID MUNICIPAL AUTHORITY IN THE AMOUNT OF $165,000.00.

WHEREAS, the financial plan for the 2025-2026 Enid Municipal Authority Operations Department must be increased by $165,000.00 to transfer to the Capital Improvement Fund, Capital Improvement Department to provide $165,000.00 to fund Project No. M-2611C – Administration Building Utility Services Renovation; and

WHEREAS, funding is available from current year 1% EMA Capital Improvement restricted sales tax;

WHEREAS, the appropriated amounts for the 2025-2026 Enid Municipal Authority fiscal financial plan in the Enid Municipal Authority Operations Department must be increased by $165,000.00 to provide funding;

AND NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND BOARD OF TRUSTEES OF THE ENID MUNICIPAL AUTHORITY, THAT THE ENID MUNICIPAL AUTHORITY 2025-2026 FISCAL FINANCIAL PLAN BE INCREASED IN THE FOLLOWING AMOUNTS:

RESOLUTION

A RESOLUTION AMENDING THE 2025-2026 CAPITAL IMPROVEMENT FUND BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $165,000.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR THE CAPITAL IMPROVEMENT DEPARTMENT.

WHEREAS, the City Council is considering a contract award with The Watts Company, Glenpool, Oklahoma for Project No. M-2611C - Administration Building Utility Services Renovation in the amount of $165,000.00; and

WHEREAS, the appropriated amounts for the 2025-2026 Capital Improvement Department in the Capital Improvement Fund must be increased by an additional $165,000.00 to provide funding for project M-2611C; and

WHEREAS, funds will be transferred from the Enid Municipal Authority Fund to the Capital Improvement Fund and Water Capital Improvement Fund to provide the necessary funding;

AND NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF COMMISSIONERS OF THE CITY OF ENID, OKLAHOMA, THAT THE CITY OF ENID 2025-2026 BUDGET BE AMENDED TO INCREASE THE APPROPRIATIONS FOR THE CAPITAL IMPROVEMENT FUND CAPITAL IMPROVEMENT DEPARTMENT:

RESOLUTION

A RESOLUTION ADOPTING THE FY2026 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT PROGRAMS, INCLUSIVE OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BUDGET FOR THE JULY 2026 – JUNE 2027 PROGRAM YEAR, AND AUTHORIZING THE CITY OF ENID MAYOR AND CDBG DEPARTMENT TO SUBMIT THE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

WHEREAS, the Annual Action Plan satisfies all planning and application requirements for Community Planning and Development Programs funded by the U.S. Department of Housing and Urban Development; and

WHEREAS, the consolidated programs include the Community Development Block Grant; HOME Investment Partnership program, Emergency Shelter Grants, and Housing Opportunities for Persons with AIDS; and

WHEREAS, the City of Enid has conducted public hearings and allowed for public input concerning the development of the Annual Action Plan, including the proposed activities and budget levels for FY2026; and

WHEREAS, the Annual Action Plan contains the SF-424 and HUD-424B forms for the FY2026 funding year, along with the required certifications of eligibility for federal assistance.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Commissioners of the City of Enid, Oklahoma, as follows

The Board of Commissioners has reviewed the FY2026 Annual Action Plan, which includes the projected use of Community Development Block Grant funds and activities scheduled for July 2026 – June 2027, and finds it consistent with the overall objectives of the Housing and Community Development Act and local neighborhood redevelopment strategies.

The Board of Commissioners, after evaluation of all the pertinent information presented, authorizes the Mayor to submit, on behalf of the City of Enid, the FY2026 Annual Action Plan for Community Planning and Development Programs and all required agreement documents.

PASSED, APPROVED AND ADOPTED by the Mayor and Board of Commissioners of the City of Enid, State of Oklahoma, on this 5th day of May, 2026.
