Sealed proposals will be received by the City of Enid, Oklahoma, a Municipal Corporation, at the Office of the City Clerk of said City, located in the City Administration Building, 401 West Owen K. Garriott in Enid, Oklahoma, or electronically at https://www.bidnetdirect.com/oklahoma/cityofenid until 4:00 P.M., local time on the 26th day of March, 2026, for furnishing all labor and materials for:

Proposals will be publicly opened and read aloud at 4:10 P.M., local time on the 26th day of March, 2026, in Conference Room B on the second floor at the City Administration building. All proposals will remain on file in the Office of the City Clerk at least 48 hours before award of contract will be made and entered into thereon.

Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. No Bidder may withdraw a bid within 30 days after the actual date of the opening thereof.

Copies of the general conditions, plans, and specifications and other bidding documents are on file in the above office and are open for public inspection.

A Business Relationships Affidavit, Non-Collusion Affidavit, Energy Discrimination Elimination Act of 2022 Boycott Affidavit, Non-Discrimination of Firearm Entities Affidavit and a Cashier’s Check, a certified check or a surety bid bond in the amount of five percent (5%) of the gross amount of base bid as a guaranty, shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders and to successful bidders upon approval of the contract and submission of a 100% Performance Bond, a 100% Statutory Bond and a 100% Maintenance Bond. On all bids below the amount of $100,000.00, the City of Enid reserves the right to waive any or all bond requirements.

The City of Enid, Oklahoma reserves the right to reject any or all bids.

NOTICE IS HEREBY GIVEN to all persons interested in the Estates of Barry Higgins and Janetta G. Higgins, deceased, that on the 26th day of February, 2026, Sara Lewallen, produced and filed in the District Court of the County of Garfield and State of Oklahoma, instruments in writing dated the 2nd day of July, 2013, purporting to be the Last Will and Testaments of said decedents, and also filed in said Court a petition praying for the probate of said wills, and petitioners pray that Letters Testamentary issue thereon to Andrea Cooper and Sara Lewallen, the Executrixes named in said will, and that the Court make a judicial determination of the heir of the said decedents, and waive the filing of a general inventory and appraisement and of all annual and final accountings herein.

Pursuant to an Order of said Court, NOTICE IS HEREBY GIVEN that the 19th day of March, 2026, at the hour of 9:00 o’clock A. M., has been appointed the time for hearing said petition and proving said wills in the District Courtroom in the Courthouse, at Enid, Oklahoma, in said County of Garfield when all persons interested may appear and contest the same as provided by law.
