RESOLUTION
A RESOLUTION AMENDING THE 2025-2026 GENERAL FUND BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $300,000.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR THE GENERAL FUND TRANSFERS DEPARTMENT.
WHEREAS, the appropriated amounts for the 2025-2026 General Fund Transfers Department in the General Fund must be increased by an additional $300,000.00 to provide funding on Project No. W-2410C, 66th Street Industrial Park Waterline Improvements Phase 2 change order; and
WHEREAS, an Oklahoma Department of Commerce grant of $16,000,000.00 has been awarded toward installation of water and sewer infrastructure to create a new industrial park; and
WHEREAS, funds will be transferred from the General Fund to the Water Capital Improvement Fund to provide the necessary funding;
AND NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF COMMISSIONERS OF THE CITY OF ENID, OKLAHOMA, THAT THE CITY OF ENID 2025-2026 BUDGET BE AMENDED TO INCREASE THE APPROPRIATIONS FOR THE GENERAL FUND GENERAL FUNDS TRANSFERS DEPARTMENT:

A RESOLUTION AMENDING THE 2025-2026 SANITARY SEWER CAPITAL IMPROVEMENT FUND BUDGET BY APPROPRIATING ADDITIONAL FUNDS IN THE AMOUNT OF $257,160.00 TO INCREASE THE 2025-2026 APPROPRIATED AMOUNTS FOR THE SANITARY SEWER CAPITAL IMPROVEMENT DEPARTMENT.
WHEREAS, the City Council is considering a change order to the construction contract with Luckinbill Construction Company for S-2407C, 66th Street Industrial Park sewer line improvements; and
WHEREAS, the appropriated amounts for the 2025-2026 Sanitary Sewer Capital Improvement Department in the Sanitary Sewer Capital Improvement Fund must be increased by an additional $257,160.00 to provide funding S-2407C, 66th Street Industrial Park sewer line improvements; and
WHEREAS, funds will be transferred from the General Fund to the Sanitary Sewer Capital Improvement Fund to provide the necessary funding;

RESOLUTION
A RESOLUTION OF THE ENID PUBLIC TRANSPORTATION AUTHORITY BY ITS TRUSTEES APPROVING AND ADOPTING A REVISED TITLE VI PROGRAM INCLUDING VARIOUS FORMS AND DOCUMENTS NEEDED TO RECEIVE FEDERAL FINANCIAL ASSISTANCE FROM THE FEDERAL TRANSIT ADMINISTRATION (FTA).
WHEREAS, the Enid Public Transportation Authority (EPTA) is a public trust that provides local curb-to-curb transit services and has for decades received federal financial assistance from the FTA through the Oklahoma Department of Transportation (ODOT) as a subrecipient; and
WHEREAS, with the creation of the Chisholm Trail Metropolitan Planning Organization, the EPTA will now receive federal financial assistance from the FTA as a direct recipient; and
WHEREAS, as a condition of receiving Federal financial assistance, Title VI of the Civil Rights Act of 1964 requires recipients of federal financial assistance to operate its programs and services without regard to, or discrimination based on, race, color or national origin; and
WHEREAS, the FTA issued Circular FTA C4702.1B, effective October 1, 2012, establishing requirements and guidelines for Title VI compliance; and
WHEREAS, to ensure compliance with the above referenced circular the EPTA has revised the following documents as part of its Title VI Program: 1) Title VI Plan, 2) Notice to the Public of Rights Under Title VI, 3) Title VI Complaint Procedures, and 4) Title VI Complaint Form for Trustee consideration and approval.
NOW, THEREFORE, BE IT RESOLVED, that the Trustees of the Enid Public Transportation Authority hereby adopts the EPTA’s revised Title VI Program, notices, forms, and associated documents; and
BE IT FURTHER RESOLVED that the Trustees hereby authorize the EPTA General Manager to take any other steps necessary to give effect to this Resolution, including responding to any follow-up inquiries from the FTA, publishing the Title VI Plan and associated documents on the EPTA website, and ensuring compliance with the EPTA’s Title VI Program.
