Sealed proposals will be received by the City of Enid, Oklahoma, a Municipal Corporation, at the Office of the City Clerk of said City, located in the City Administration Building, 401 West Owen K. Garriott in Enid, Oklahoma, or electronically at https://www.bidnetdirect.com/oklahoma/cityofenid, until 4:00 P.M., local time on the 8th day of May, 2026, for furnishing all labor and materials for:

Proposals will be publicly opened and read aloud at 4:10 P.M., local time on the 8th day of May 2026, in Conference Room B on the second floor at the City Administration building. All proposals will remain on file in the Office of the City Clerk at least 48 hours before award of contract will be made and entered into thereon.

Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. No Bidder may withdraw a bid within 30 days after the actual date of the opening thereof.

Copies of the general conditions, plans, and specifications and other bidding documents are on file in the above office and are open for public inspection.

A Business Relationships Affidavit, Non-Collusion Affidavit, Energy Discrimination Elimination Act of 2022 Boycott Affidavit, and a Cashier’s Check, a certified check or a surety bid bond in the amount of five percent (5%) of the gross amount of base bid as a guaranty, shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders and to successful bidders upon approval of the contract and submission of a 100% Performance Bond, a 100% Statutory Bond and a 100% Maintenance Bond. On all bids below the amount of $100,000.00, the City of Enid reserves the right to waive any or all bond requirements.

The City of Enid, Oklahoma reserves the right to reject any or all bids.

To: All persons interested in the Estate of Rebecca May Richardson, deceased.

You are hereby notified that on the 2nd day of April, 2026, the Petitioner, Corey Richardson (“Petitioner”), by and through his attorney, Dakota L. Moreover, Petitioner has alleged that Rebecca May Richardson left an estate in Garfield County, State of Oklahoma, consisting of real and personal property, the probable value of which is less than $200,000.00. Accordingly, Petitioner has asked this Court for summary proceedings pursuant to 58 O.S. § 245, et seq.

Petitioner has alleged that the total value of the estate is less than $200,000.00. Since the value of the estate is less than $200,000.00, Petitioner has requested summary proceedings pursuant to 58 O.S. § 245 et seq.

In an Order for Combined Notice and Order Appointing Special Administrator entered on the 7th day of April, 2026, the Court found that it should dispense with regular estate proceedings prescribed by law, ordered notice to creditors and issued an order for hearing upon the Petition for Summary Administration.

Pursuant to the Order for Combined Notice and Order Appointing Special Administrator, all creditors having claims against Rebecca May Richardson, deceased, are required to present the same with a description of all security interests and other collateral, if any, held by each creditor with respect to such claim to Corey Richardson, at Semrad Law, PLLC, 121 West Maple Avenue, Enid, Oklahoma, 73701, addressed to Dakota L. Semrad, attorney for Special Administrator, on or before the following presentment date: May 10, 2026. If no claim is filed on or before the presentment date, such claim will be forever barred.

Notice is also hereby given that a hearing will be held on the 9th day of June, 2026, at 9:00 a.m., in the District Courthouse of Garfield County in Enid, Oklahoma. At the hearing, the Court will decide whether to approve the Petition for Summary Administration.

You are hereby advised that you may file objections to the Petition for Summary Administration at any time before the final hearing and send a copy to the Petitioner in the care of her attorney, Dakota L. Semrad of Semrad Law, PLLC, 121 W. Maple Ave., Enid, OK 73701, or you will be deemed to have waived any objections. If you have no objections, you need not appear at the hearing or make any filings with the Court.

If an objection is filed before the hearing, the Court will determine at the hearing whether summary proceedings are appropriate and, if so, whether the Estate will be distributed and to whom the Estate will be distributed.
